Ohio Senate Bill 150 would require anyone who applies fertilizer for the purpose of agricultural production to be certified by the Dept. of Agriculture. The bill is part of an effort to limit nutrient runoff that contributes to toxic algal blooms on Grand Lake St. Marys and other waterways.  The Senate Agriculature Committee is slated to review the bill soon. 

The measure is in addition to a proposal to limit phosphorus in Ohio's streams.
