Gov. Ted Strickland’s proposed cleanup plan won’t prohibit farmers in the Grand Lake St. Marys’ watershed from putting manure on fields this winter or next winter, a factor in the environmental crisis that has basically shut down the state’s largest inland lake.

Farmers knew restrictions were coming but need time to develop manure storage space, said Jill Smith of the Ohio Farm Bureau Federation. “I think it will be a struggle,” she said.
