ODNR will be holding a public hearing regarding proposed changes to the state’s soil and water resources rules, specifically within the Agriculture Pollution Abatement Program.  This program provides Ohio farmers with cost share assistance to incorporate best management practices to help protect the state’s waterways.

A public hearing on the proposed amendments and adoption of these rules will be held at 10:00 am on Monday, November 8, 2010 at the Ohio Department of Natural Resources’Assembly Center, 2045 Morse Road, Building E, 1st Floor, Columbus, Ohio 43229. At the public hearing, any person affected by the rule adoption may appear and be heard in person, or by an attorney, or both, and may present testimony, orally or in writing. Comments may be submitted in advance or in lieu of attendance at the public hearing to the Chief of the Division of Soil and Water Resources, 2045 Morse Road, Building B-3, Columbus, Ohio, 43229 or dswc@dnr.state.oh.us.

Administrative Rules 1501:15-5-01 thru 1501:15-5-18 are being amended in accordance with the five year rule review required for state agency rules. The proposed changes update language references, streamline enforcement procedures, and establish flexibility
in the Agricultural Pollution Abatement Program to implement best management practices. Administrative Rules 1501:15-5-19 and 1501:15-5-20 are being adopted to enable the designation of a distressed watershed and require a nutrient management plan
for certain operations within a designated distressed watershed.
